Russia is one of the major consumers of Western goods and services. Many participants of foreign trade activities - United States, China, European countries - are interested in the vast Russian market. With the accession of the Russian Federation to the WTO, our country has reduced import duties on certain goods from abroad and thus further expanded its market for imported goods. And the organization of the Customs Union and the introduction of the new Customs Code have simplified the procedure of importing.

However, the importation of goods into Russia still has its distinctive features. To import goods into the territory of the Russian Federation without subsequent restrictions on its use or distribution in Russia, you should undergo a series of procedures which establishes a special regime of goods movement across the state border, the whole complex of which is referred to as "customs clearance". This special regime includes documentation of imported goods, statutory payments, cargo inspection and verification of supporting documentation.

A usual package of accompanying documents includes Transaction Passport, Contract, Invoice, Specifications, Packing List and Bill of Lading. Depending on the nature of the imported goods other documents may be required, such as Fire Safety Certificate or Veterinary Certificate. All these documents must be prepared and tested prior to the goods are provided to customs authorities, since errors in their design are fraught with delays, financial losses, and even the arrest of goods at customs.

The customs clearing procedure itself (payment of import duty, excise duty, VAT and other payments and the inspection) is carried out by the department of customs, where the particular participant of foreign economic activity is registered. In practice, in case of goods importation the consignee declares it and bears responsibility for the passage of customs borders by the goods.

The consignee can arrange completion of all customs procedures independently. But, given the fact that only a strict adherence to all formalities, competent preparation of documents, payment of all required fees and charges guarantee release of the goods for free circulation in the territory of Russia, it is better to use for customs clearance the services of professionals with extensive experience in this field.
